After the Munich Olympics, security was paramount. Keeping the athletes and the visitors safe was a huge priority.

And yeah, after the bombing in 1993 at the World Trade Center, the Oklahoma City bombing in 1995, I think terrorism was always a concern--it gets mentions on the series itself. Didn't an episode of the Lone Gunmen predict something similar to what happened on 9-11?

I liked the fountain scene too. It tied in well with the themes of the story, in reaffirming their commitment to the quest. It's canon-compliant too, which I think was important to Segretti's goals for the story.
